Resize vs upscale: which image tool do you need?

Use a normal resize for efficient delivery
A standard resize reduces or enlarges the same rectangle. Reducing a large image for a small card is predictable and usually improves page speed. Enlarging with ordinary interpolation creates more pixels but does not add genuine detail.
